“I have worked with Nancy on several projects in Oregon, and she provides value to the consulting team through her experience in biological issues, agency personnel, and project permitting strategies. Her understanding of the regulatory requirements in Oregon has proven to be a benefit to our team and to our clients.”
--Principal, POWER Engineers
Specializing in comprehensive natural resource planning and design, we work to protect and enhance natural resources in everything we do. We believe in putting energy back into the earth to lift people up. We do this by using sustainable design principles to integrate biological and physical sciences and engineering into open space and facilities.

As an Revitalization Facilitator (RFFac), Nancy Spanovich earned the world’s first macro-credential, a strategy for restoring ecology, equity, and economics and understanding how the natural and social pieces of a project fit together and advance toward a common goal. She has a passion for implementing community benefit livability aspects of infrastructure projects to consider context, social cohesion, and public health and wealth of urban environments.

Olmsted Legacy is the culmination of a deep concentration of environmental practice throughout the western U.S. Pacific and Intermountain west. Nancy’s 30-year commitment to the environment evolved so that she now promotes all development within Frederick Olmsted's design principles.

Wetlands & Water Resources

We investigate wetlands and vegetative habitats, assessing potential impacts and developing mitigation alternatives for habitat and potential effects or rare and endangered species. We provide wetland delineation, alternative site layout, permitting, environmental constraints analysis, and environmental investigations for water and transportation infrastructure projects, school districts, and site development. Many of these projects involve U.S. Army Corps and Department of State Lands permits.

Natural Resource Management

We protect and enhance natural resources and sensitive habitats through systematic inventory and assessment of resources, helping clients make decisions about their natural resources. Our services include urban redevelopment watershed services, stream surveys, riparian corridor inventories, watershed assessments, Endangered Species Act compliance, salmon recovery, environmental data collection, environmental impact statements and assessments, and Goal 5 inventories and analyses.
Science and Technical Studies

We perform science and technical studies are part of Clean Water Act compliance, water quality monitoring, watershed health, ecosystem restoration, CEQA and NEPA, site development, Section 4(f) evaluation, infrastructure and development, land use and transportation, biological assessment and fish and wildlife habit restoration, and land
use permitting.

Regulatory Compliance

As experts in the Clean Water Act, we have conducted water quality monitoring studies in several states. In addition to water quality monitoring and watershed health plans, we’ve managed environmental compliance for stormwater pollution prevention and the Endangered Species Act. We’ve consulted regularly with the Oregon Department of Environmental Quality, Clean Water Services, Oregon Department of Fish and Wildlife, NOAA Fisheries, Oregon Department of State Lands, U.S. Fish and Wildlife Service, the Federal Aviation Administration, and other agencies. Selected as a critical areas consultant for the State of Washington, Nancy Spanovich routinely works with federal and state wetland and water regulations and protection requirements (NEPA/SEPA, U.S. Army Corps of Engineers Clean Water Act Section 404/401, Endangered Species Act, Joint Aquatic Resources Permit Application, critical areas, fish passage design criteria, shoreline management, etc.).

Project Management

We managed NEPA environmental impact statements and environmental assessments for transportation, lake projection, quarry/mining, airport development, dredging, electrical and natural gas pipeline corridors, water and wastewater infrastructure, land use, and electrical generating plants.

Urban Redevelopment Watershed Services

Our urban development watershed services consider ways to repurpose, renew, and reconnect our natural, built, and socioeconomic assets for the benefit of all. We provide watershed services for redevelopment and improvement projects in suburbs, urban areas, and rural settings.
